🇰🇷 South Korea Expands AI Surveillance South Korean authorities are using AI to process security camera footage more quickly, with Seoul’s Yeongdeungpo district operating about 5,500 local government cameras monitored around the clock. At the district control center, operators can search footage for missing people by inputting gender, clothing colors, and the time and place of disappearance; the system can review 30 minutes of footage from up to 100 cameras in about seven to eight minutes. The technology is also used to detect incidents such as street collapses, violence, and possible suicide warning signs on Seoul’s Han River bridges. Nationwide, local government-operated cameras increased from about 440,000 in 2020 to 650,000 in 2024, while staffing fell to an average of 477 cameras per monitor by 2024, increasing pressure to automate analysis. The system has already been used in live cases, including locating an elderly person with dementia in Yeongdeungpo on July 4. 🇭🇰 Hong Kong Weighs AI Liability Rules Hong Kong officials are studying new AI legislation focused on data governance, safety standards and liability boundaries, after the government said it would address AI-related disputes and cyber-enabled crime. In his policy address, Chief Executive John Lee said a Department of Justice-led working group would review whether existing laws are adequate for accidents or damage caused by AI products. The push follows rising official concern over misuse of the technology. Police have listed AI among Hong Kong’s five main cyber threats in 2026, citing cases involving AI-generated scam materials and deepfake identity documents used to open bank accounts for money laundering. 🇵🇭 Philippines raids scam compounds Philippine authorities arrested 244 foreign workers in raids on two suspected illegal online gaming sites in Mindanao on Oct 2, in the country’s largest crackdown of 2026. The immigration bureau said the operation targeted banned POGO-linked activity, with detainees including mostly Chinese nationals as well as Cambodians, Malaysians, Indonesians, Myanmar citizens and one Hong Kong resident. Large quantities of computers, mobile phones, laptops and SIM cards were seized. Manila banned Philippine offshore gaming operators, or POGOs, in 2024, citing their use by organised crime networks as cover for human trafficking, money laundering, online fraud, kidnappings and murder. The latest arrests indicate continued enforcement against dispersed scam infrastructure outside the capital, amid wider regional concern over online fraud operations staffed in some cases by trafficking victims. 🇮🇩 West Kalimantan Haze Lawsuit Residents in West Kalimantan have filed a class-action suit against President Prabowo Subianto, Vice-President Gibran Rakabuming Raka, and 25 other officials and state bodies over the government’s response to forest and land fires. According to the SCMP report, the coalition Nafas Kalimantan Barat filed the case on September 17, with the first hearing scheduled for Wednesday. Indonesia’s worst wildfire season in 11 years has sent haze across borders into Malaysia, Singapore, and the Philippines since at least August. More than 48,000 hectares have burned in West Kalimantan this year, while the Health Ministry has recorded over 175,000 acute respiratory infections nationwide, including more than 116,000 in the province and nearly 28,000 cases involving children under five. The plaintiffs want the fires to be declared a national disaster, arguing local authorities lack the budget and resources to respond effectively.
